What is Government shutdown ?
In American politics, a government shutdown occurs when Congress fails to pass a bill which provides federal funds to government agencies or programs.
When this type of scenario occurs, then the US law requires the government to "stop" the affected activities and give temporary leave to employees of these non-major agencies.
 However, core employees should continue to work without wages till the government reopens.  These include medical professionals in experienced hospitals and transport management officers who supervise airport security.



In other words:----
Government shutdown, in the politics of the United States, mentions a funding gap period which causes the federal government's governance and the full or partial closure of the agencies.  This happens when the government fails to pass funding law for its next financial year or temporary money measure.
In the United States, a government shutdown is partial to some government services.  It is not a complete chaos - essential services such as police are active.

Federal government

Under the powers made by the United States Constitution, the United States Congress has the sole responsibility of the  appropriation and control of government funds for the United States.Congress begins this process through proposing an appropriation bill aimed at determining the levels of spending for each federal department and government program.The final version of the bill is then voted by both the House(lower chamber) and the Senate.After passing the two chambers, it goes to the President of the United States to sign the law on the bill.
Government shutdown occurs when there is disagreement on budget allocation before the end of the current cycle.Such disagreements can be made by the President - by challenging any final appropriation bill they receive - or from one or both houses of Congress,  often from the political party controlling that chamber.



Are government agencies affected?


 Mainly affected government agencies are internal security, transport, trade, internal, agriculture, housing, urban development and justice.
 NASA and the US tax agency, the IRS should keep most of their employees on temporary leave.
